Meassured Coil resistance = 3 ohms
Data sheet Transistor TIP31C Ic max = 1amp
R1 = 5 - 0.7 = 4.3/1 = 4.3 so R1 = 470Ω
R3 = 12 - 0.5 = 11.5/4 = 2.87 so R3 = 330Ω
